Racial Equity Progress Metrics
For each pillar metric, we have determined a target using a combination of historical data, Growth Progress Measures (GPMs), and Constraint Progress Measures (CPM’s). These targets represent our goal to eliminate opportunity gaps for historically marginalized students in Dallas ISD. Our priority student groups, defined by the Racial Equity policy, are: African American and Emergent Bilingual students.
We are able to measure, monitor and assess progress for each Pillar Metric from the baseline year (SY 2018-19) and subsequent years. You can find more information about these targets below.

Pillar 1: Instructional Equity
Equitable Access to High-Quality Teaching
Pillar 1 Metric: For this pillar, we assess students’ access to high-quality instruction, measured through the percent of students assigned to a teacher rated Proficient I or higher on TEI.
Target: Our target for this measure is based on the percentage of teachers identified as Proficient I or higher on TEI. As a result, the target may shift slightly between years.

Pillar 2: Programmatic Equity
Equitable Access to & Experience in District Programming
Pillar 2 Metric: For this pillar, we assess students’ access to advanced coursework. Currently, this is measured for secondary students, we are exploring ways to assess elementary students as well. For secondary students, we examine the percentage of students who scored Meets or Masters on their prior year STAAR and/or EOC assessment who are enrolled in advanced courses (Honors, AP, IB, etc.).
Target: Our target is that 100% of students who scored Meets or Masters on their prior year STAAR and/or EOC assessment enroll in advanced courses.

Equitable Access to High-Quality Leadership
Pillar 3 Metric: For this pillar, we assess students’ access to high-quality instructional leadership, measured through the percent of students attending a school led by a principal who was rated Proficient I or higher on PEI.

Pillar 4: Culturally Competent & Diverse Workforce
A Racially Diverse and Culturally Responsive Workforce
Pillar 4 Metric: For this pillar, we assess students’ sense of belonging, measured through the percent of students who express a sense of belonging at their campus.
Target: We track and measure student sense of belonging as one of our Constraint Progress Measures as a system: by 2025, we want to see 64% of students expressing a sense of belonging at their campus. Based on this overall goal, we set school level-specific targets, accounting for the differences in responses between the elementary and secondary school level.

Pillar 5: Internal & External Community Engagement
Meaningful and Authentic Engagement of All Stakeholders
Pillar 5 Metric: For this pillar, we assess families’ sense of progress, measured as the average percentage of families at a student’s campus who respond that they believe the district is headed in the right direction on the Spring family survey.
Target: We aspire for high levels of satisfaction with our families and have set a target of 90%.

Pillar 6: Facility & Location Equity
Equitable Access to High-Quality Facilities
Pillar 6 Metric: For this pillar, we assess the condition of students’ campuses, measured as the percentage of students who attend a learning-ready facility. This is measured using our facilities condition index, which assesses the physical condition of 鶹buildings.
Target: We aspire for 100% of students to attend school in a facility that meets our learning-ready standard.
